Days before the deadline for the federal government to set its annual limit on the number of refugees that can be admitted to the United States, the Trump administration has not yet proposed that number, according to Lutheran Immigration and Refugee Service, the largest faith-based organization in the U.S. dedicated to serving immigrants.
